It's a tricky one for sure. The rooftop owners only followed the rules so I can understand how they would not like changes. Problem is for new systems because they will displace Utility which doesn't help the environment and creates a problem for the existing rooftop owners. The issue is only in the daytime for about 8 hours so for the rest of the time the rooftop owners have the same problem as everyone else.
Agree the $30 is nothing in the scheme of things, there are about 280,000 systems in SA.
