    Nope. He invaded and annexed after a whole chain of geopolitical events that you've forgotten to mention.

    The Russian government had a chance to annex those regions back in 2014. When Donetsk and Luhansk actually asked to become a part of Russia.
    They didn't.

    Until Ukraine, encouraged by US/EU/NATO decided to escalate the conflict.
