What is the difference between a "defence" missile and an "attack' missile when it is directly on your border and a few seconds flight time from blasting your major cities ? Is it like a label or something NATO slaps on like "DEFENCE MISSILE ONLY" so no need to worry ?

That label would be so reassuring. . What about all the missiles US/NATO blasted Serbia, Iraq, Libya and Syria with ?
Do they keep the "DEFENCE MISSILE ONLY" sticker on ? or do they take it off seconds before blasting some town to smithereens ?
