The price looks as if it is has been moving in that direction for a while?
After announcing disappointing H1 results due to CoVid delays and “ an unexpected deferral of a “significant government project” towards the end of the first half of FY2020”;

...maybe the full year results will surprise to the upside?

Or maybe that “significant government project” is getting close to being announced, and someone is quietly accumulating under your technical level?
