Political decisions designed to address some issues can work very well but not always.
Policy decisions have to be non threatening to the Party and re-election chances firstly and only then can the issue of effectiveness of the policy in dealing with the point/problem be considered.
It is what it is and to deny that this is the case will only makes it harder to understand why our political parties seem out of touch with the realities of life and common sense.
They do try their best with what they have I suppose?
