I actually read on the governments website when i first looked into Epanko that there are no native title claims over Epanko, never have been, and these settlers are a very recent migrants (as in few years).
They're allowed to be there, but cannot claim ownership of the land. Not in our conventional sense anyway, they have a third classification for nomadic migrants without a native title rights.
It's actually interesting in a National Geographic kind of a way.
My take on it? They don't really want to be there but couldn't find anywhere else to live. While this is only my opinion (i will add that i have googled the site and studied many pictures from Epanko but it is my opinion that it's not productive agricultural land. Subsistence farming at best.) I believe they'll happily move on. Literally to greener pastures.
