My understanding is that a doctor can prescribe a medicine which is available over the counter (OTC) and this may be on the PBS list and in this case it may be available at a lower price then OTC .
However OTC purchases without a prescription are never PBS.
The PBS frequently removes drugs from the PBS list when these become available OTC. A lot of common fungicides and some cortisone compounds fall into this category.
