IMO, if C&M isn't costing them much, it seems to be only around $2-4M USD per year, at least another 2 years.
Don't forget they won't just be losing the principle amount after the DOCA but also the interest they would've gotten if they invested that money for 3 years ago, on only a bank interest of 3% p.a. they would have earned $20M USD on that alone.
IMO, if C&M isn't costing them much, it seems to be only around...
