SPL - Staff Costs

I have compiled a bit of a summary below from the past 18months of quarterlies.

As you can see, even though the company has completely tanked during this period and all the active trials have been completed, and add to this no new trials commenced, this company has had staff costs increase quarter on quarter and the apparent research and development costs are still very apparent.
This would be par for the course for any R&D company in the biomed space, but in this period where staff have taken over $13.5mill and the company has spent over $13mill on research and development, there has not been one price sensitive announcement nor any progress made in the research or development space.....

My question is, what is this company now? There is no active trials, no apparent products entering into trials and all active products in the market place are not generating any meaning profits.....
