Due to WPL clearly executing provisional contracts last week,I would say, unconditional FID has occurred.
Also, don't forget,COP indemnified WPL at time of 2016 sale because of PE dispute.
WPL have no risk, given by COP.
Far have a lot of financial risk at present,and may have to fall back on JOA cash call procedures to stay in the JV.
