Interesting that Red October is stated so specifically.
Perhaps an aspirational target or someone going off script. But perhaps finance is about to drop and then the environmental bond gets paid which triggers a ministerial sign off on the project.
Difficult to know. Perhaps that month of October will get a mention elsewhere.
I'll be interested to see if October is mentioned again at the council meeting on the 20th.
