I think the problem you will find with this scenario is that when the liqidator comes in then it goes the company would be dissolved and each item put up to sale to the highest bidder. It does not matter if Amgen is waiting in the wings or not it goes back to open market so all they would have done is wasted 15 million and then they would be back to square one and have to bid with everyone else. The only reason Amgen could have to be stringing us along is to sabotage other pharmas. This is also highly unlikely, there are so many colaborations with other pharmas now I doubt they are going to try anything like this. Sorry about the typos but doing this one handed. The most likely scenario is a big fat deal the only question is when? Tuesday or Wednesday US time. IMHO
