Tanzanian Govt doesn't directly own shares in Orecorp, if that's what you were thinking. Sotta Mining Corporation Limited holds the project and the SML and is a subsidiary of OreCorp. Orecorp owns 84%. Tanzanian Govt holds a 16%.
My thoughts on the selling of the shares, I would say they could only sell to Orecorp. If the Tanzanian Govt decides to sell out, it has to sell the 16% holding on all new projects not only Orecorp. It would be a blanket agreement covered under legislation. I would be surprised if it was company specific. Having said all the above it is only my opinion so you will need to find and read the agreement. Someone else with more knowledge on these matters can add to your query.
