Still not clear as to your central thesis, are you speculating (of course no false assumptions or conclusion, or nothing "fluffy" in your posts) on the hypothetical secretive agreements between WHC and Govt (Federal and State) for concessional treatment for the coal sector, requiring legislation or budgetary attention. Or not? Finally, your assumptions as to my knowledge or lack of, with the process for inputs into the formulation and development of Govt policy, and the private sector, are erroneous as well.
