Anyone who works a service based industry who wants to get payed more should work in the private sector. You can charge what you want, and if you are worth what you think you're worth people will pay to come to you.
teachers can take up private tutoring and start their own business. It's their choice to work public sector.
You can easily charge 10 dollars an hour and get 15 students in a class. No paperwork, no nothing, just whatever the hell you want to teach. Do that 4 hours after school, 3 days a week, then 8 hours a day weekend, you're making gross revenue of 28 times 150 dollars, or 4200 dollars gross. Do that 40 weeks a year and you've got yourself a 160k a year EBIT for 28 hours a week, 40 weeks a year.
It's not hard to setup, the demand is there... It's just easier to keep plodding along with good conditions and job security than it is to go out and better one's self.
