In fact the mentality of all the government employee's goes like this, (there are exceptions)

Get up and go to work......let's see flexi time......can start anywhere between 7-9 am

Arrive at office.....look at the inbox......time for a cuppa with cake (morning tea)

Back to work

take another look at the inbox........toilet break

Back to work

take another look at inbox.....better take a file out and read it.......lunch time

Back to work

Ok finish reading first file for the day.........have to ask my colleague a question about it....afternoon tea break

Back to work......Hey can you look at this file......I don't understand something in it.....

End of day...........first file still in the to do box.......will look at it again tomorrow

This is the absolute truth of how public servants work

They know, no matter how fast or slow they work........there will always be a never ending pile of files to go through.....

You missed out that the majority can work from home which makes asking a colleague difficult, but it's ok I will ask them when I'm back in the office next week.
