I agree that it is not a simple solution but to me it is still comes down to the culture. as I said I know people in the PS and some of them work very hard but still don't achieve much, IE spinning wheels and getting no where
I have purchased a number of businesses in my time and it is always a big question to either sack the lot or try and retrain them, I always had to come down to the sacking option
So with the Public service in general I think that the only option would be to sack half of them and the rest would be compelled to change the systems and way of work from within
Naturally you would have to mandate the rest that if they go on strike they would be shot, but that should not be too hard as the government has almost reached that stage with Covid
