Politically activated groups of people talking at each other don't usually determine elections. Trump extremists will certainly do their trawling but only their hard line base will be listening IMHO. Nobody else will care.
As I see it, the teflon has worn off the Trump fry pan and he's starting to burn.
Three and a half years of complete incompetence and chaos didn't do Trump much harm politically but the Trump / McConnell decision to f with the emergency payments certainly has.
In pushing back against the views of his own Senate caucas on this, McConnell has handed the Senate to the Democrats IMHO.
My understanding is that payments have been reduced by Trump from $600 to $400 and with payment on condition that states kick in $100 from their empty coffers. Regardless of whether some states can cough up or not, this added layer of complexity in the process dooms it to failure. Many voters will get their reduced payments very late while others may not get any payments at all. The bureaucratic infrastructure simply isn't there to get it done on time.
A very large number of hurting voters with no money in their pockets and eviction notices pending won't consider the pros or cons of the Biden/Harris camp at all. Disadvantaged voters' sole focus will likely be Trump's management of the COVID health and economic crisis ......... including Trump's personal failure to manage emergency payments.
