After FID, how can development spending be given the go ahead if there is arbitration outanding that directly addresses compliance with the JOA during the process of transferring ownership to the so called development lead. Until arbitration is resolved or there is agreement between the disputing parties, the deal between COP and WPL is not confirmed as legitimate. Surely this is a case of trying to put the cart before the horse.
