I think you should look at the Telstra coverage map. They've been upgrading 3G to 4G and then 4GX in rural and remote areas and still have lots of 3G only coverage. They're investing a lot of money every year to maintain and upgrade coverage - well over $300m - more like $1B. The ACCC knows this and so do the politicians. The city folks might save 650m per year but the much of the country would be stuck with patchy 3G coverage with no incentive for Telstra & Optus to invest. I think you're being very negative about the chances of the roaming decision being changed which is almost zero.
