How is presenting the evidence to a grand jury not testing the evidence, the grand jury would have to decide if the evidence is credible or not, is the evidence strong enough that some one be indicted.

You seem to not understand that facts are evidence and facts can be indisputable. Like
The fact that after a year Trump handed over 15 boxes
The fact that when he did so he did not hand over all the boxes he had
The fact that when issued with a subpoena he handed over just a few documents but still many remained
The fact that trump lawyers signed a statement saying a diligent search was conducted and that was all that remained
The fact during a court approved search search many more document were found despite being told there was none
