If Malcolm is true to his "live within our means" slogan then the budget will be devoid of cash give-aways.

In fact my reading of Mal is that he is resigned to losing the next election.

His slogan is in massive conflict with spend-a-lot Bill's fabulous spending program.

Lately Bill has been grinning like a Cheshire cat with all those billions to attract votes on the tip of his tongue. Even if he is unable to raise the billions from the middle class he saw how Wayne just punished the credit card and it just kept on giving. Easy, even a fool like Wayne was able to get away with it.

At election time cash is king.
