The "failed bombs" were put there by British and/or US govt spies to ensure the public continues living in a state of fear/them vs us type of living.

Somewhat like in Orwell's 1984, where there is always war between two of the three land masses, and whenever the evil Goldsmiths face comes up on the large telescreens there is the 1 minute of hate...

I don't actually believe the above, even though the British and US govts have engaged in some pretty dodgy undertakings...just thought I'd add it for conversational value
