My recollection is that it was stated that Daintree wasn't installed yet as they were making sure the installers were all fully trained and familiar with the technology.
This would make sense if Optus wanted to use the same installers they used to install their mobile phone towers and associated infrastructure such as batteries, and would put them in good stead for any further rollout of ZBM's in other Optus sites.
