Agree, IMO they are likely to move all export sales onto the central Baotou Exchange platform by revoking the ability of Big 6 +1 to issue export permits. That way there will be no major denial of REO, at least immediately, but if you are a US defense contractor you will have great difficulty getting a permit.

The interesting thing will be whether they eventually load NdFeB onto a similar platform.
