DoD demand is tiny, ridiculous to think they are going to sponsor large $500M/$1Bn+ Capex operations just to get access to the few hundred tonnes of REO they require annually.
Blueline JV will initially cover far more than DoD HRE demand, and could easily, at low Capex, add a LRE separation circuit for material C&L'd in Australia IF the US manages to build a MSC that would warrant it.
More Tb/Dy in Duncan by-product than NTU, why would you bother.
