In private treaty negotiations they can say it was passed in for 630 at auction so cough up 630+
It's misleading and deceptive to the bone but is allowed,
Disgraceful Conduct but totally legal currently.
In years to come people will be miffed at this happening and people don't batter an eyelid currently,
