@billybongo; please listen again to what Morrison said in that undated but apparently early April presentation, this time very carefully:
1. It was in relation to travellers self-isolating at their homes instead of being supervised by Border Force on Christmas Island. 2. It made no mention of hotel supervision other than hand-balling quarantine responsibilities to the States due to Border Forces' inadequacies. 3. It specifically mentions ADF personnel cannot act as enforcement officers and that he's declared States are responsible for that, NOT the Federal Government which abdicated its constitutional responsibilities.
Please note that after telling us Border Force would be there to help that the exact opposite is the case - under Dutton it's Missing In Action!
That demonstrates, as is usually the case; Morrison makes announcements he thinks people want to hear that are NOT subsequently followed through!
