Where the making of submissions for approval resources (human and money) are limited then it makes sense to priorities those geo locations of most need provided they have a large market size. There are plenty of places that fit that category. The matrix of locations could include those places where the population has a propensity to not be immunized as people who refuse a vaccine may well see VIRALEZE as a sensible shield against infection and so buy it.
