started planning before the hurricane hit and were totally ready to
assist BUT COULD NOT ACT UNTIL PRESIDENTIAL APPROVAL AND HAD TO WAIT
UNTIL THEY GOT IT. Why the delay from Washington ?

Was this delay actually an (inept) experiment by Cheney and his
criminal gang , to see what might happen when Washington eventually
brings on Martial Law in the whole country ?

IF it was intentional, then they obviously failed to grasp what a
