It's the physical properties of the particular type of clay. If wetting the clay during processing was causing issues then it would be as simple as not wetting the clay to rectify. Unless a cyclone has been sitting on top of Kalgoorlie for the past month then a bit of rain won't penetrate the stockpile and wet all the ore.
