in all due respect Jerome1 in Matthew 10:23 that is the second part of that verse and in the first part He said " When you are persecuted in one town flee to the next, You will not reach all the towns of Israel before the Son of Man returns"

and in Matthew 16:28 they surely did see Him coming in his Kingdom after the resurrection. It was a spiritual kingdom not an earthly one. He also says in Matthew 24:14

" And the good news about the kingdom will be preached throughout the whole world, so that all the nations will hear it, and then the end will come."
