Given its location right next to a major national park, its hard to see this ever being permitted. The Green movement in Utah very strong and added to the BLM issues, any development would take many years to permit. Some oil and gas companies in Utah took 5-7 years to permit. Crazy
Also, at current prices, its a question whether any new potash plays really work, for all of the recent hype. Highfield has been promoted heavily as you'd expect, but will it really deliver positive returns at $300/t potash? Remember the majors all sitting on large stocks held in brines. Sirius in the UK also heavily promoted but hard to see it being economic.
Probably time for POK to look at something else - hard for those of us who came in at very much higher prices but most specie juniors have been wiped out.
