Yesthe pilings and concrete would be harmless.  Especially if a coating was applied outside the pilling to protect them.   This is already done in certain environments.   On one or two buildings what is inside these pilings could be easily tracked so when building is taken down in 50 to 200 years they could be handled properly.   But if in 100s or 1000s of buildings do you think some records might be loss?     Or a dishonest contractor is involved and to save money disposes of them improperly, puts them in a crusher. Thorium  has a 15 Billion year half life When we come up with solutions we have to think a long way out about what may happen.

Ilike burying it very deep. Not for protection. I like it because today any major moving of earth takes advanced planning, usually in conjunction with drilling and testing.  I believe this will become more stringent in future.    So if it is down deep even if all records are loss of what is there,  it should be discovered and handled properly before it is a problem.
