I agree in the pure logical sense that would be a +ve. yet the example set by the rail gauges when train lines were being built is echoed again in so many public/private partnerships and even more accentuated with fully managed (you do need a Govt department to manage such infrastructure) contracting work.
the problem arises when it becomes piece work. patches develop irregularly and the quality of work is irregular. isn't this the way Abbott managed it? then Turnbull? piece work contracts.
and this is why it needs costly repairs and standardisation.
ultimately I come to agreement Joe. we just can't trust politicians on either side. but I won't buy into the SEC question till there are some results to show if it works or fails.
