Regarding your family relatives' situation with Centrelink, our family have had several more or less identical situations to yours arise with them over the last decade, but managed to find a satisfactory solution which restored everything. Since you mentioned that Centrelink refused your protests, I will be happy to explain what we did to get those outcomes if it may help. One thing that I don't understand is whether you acted as his advisor in trying to resolve the problem with Centrelink.
