"A 22km pipeline to pump sand south from between Semaphore and Kingston Park was estimated to cost $23 million when approved in 2009.By the time it was completed earlier this year, the project's cost had blown out to $25 million and its length reduced to 9km, from Glenelg to Kingston Park and the Torrens outlet to the West Beach dunes.The project proved to be more expensive than initial estimates and State Budget pressures lopped 13km off the pipeline's planned length."
