I don't think the approval of the optimised layout is linked to the filling of the ponds. I believe they had a requirement to complete some monitoring, so that must be what has been complete, however it is possible that the feds wanted to see that concluded before providing a further approval and that was the 'awaiting information' reason listed on the website.
Hopefully that was the case, and now they can move on with the approval process. I don't the company would be filling ponds without a high degree of certainty.
FWIW, I agree with your theory Cass, will be an interesting next pass!
