Thats a pretty big presumption, but playing along - the short answer is No.
For the stock to never trade again there has to be something seriously wrong with the co. eg ponzi scheme, fake accts etc.
Unless its downright fraud the co can always go out and raise money again. Look at RFG's most recent raise!
And if it is fraud you can try sueing the co or the directors but theres never any cash there.
You can whine at the regulator but there's not much they can do either.
