lol - no my answer was not a yes minister response so you have assumed. it is however a response that says make sure you understand the system and how it works before you dive in to fix one part of it. that's the way you get poor flow on consequences and poor outcomes. if you understand the system you pick which bits get you the biggest return, which bits need to be dealt with concurrently and which parts can be tweaked rapidly without longer term problems.
