it may work somewhat but I don’t believe there would be no deleterious effect when higher than 30% or so is used. It’s very easy to design a “study” and various mix designs around what result you want.
flyash can be used to a much higher degree than it is today but regulation is holding it back and higher early performance saves money on big projects so it’s sort of in it’s sweet spot and it’s worth it to spend the money so you can strip and cycle quicker
I think kaolins best shot is as a sand replacement if it’s very close by an existing plant
all in all if you look at the whole picture imo it’s easy to see why traditional methods won’t be dethroned anytime soon
