Indeed, nothing in life is certain...

Politically Labor is under pressure to shore up votes in suburbia groaning under interest rate rises and drastic cost of living increases. The areas where there some has been some community "opposition" is either the hardcore Labor voting Newcastle/Hunter region or the Northern Beaches populated by the Teals of this world which will never vote for Labor as it is beneath them. Plenty of Greens supporters on the Central Coast, but they have little reason to support the ever unpopular Liberals, notwithstanding what Labor does - not to mention this area too is slowly becoming suburbia as people are priced out of Sydney. It makes sense for the Liberals to oppose this as they desperately need(ed) to shore up votes in North Sydney and ward off the Teal threat. Labor has much less to gain in the regions apparently "against" PEP11 by not approving the permit. That actual gas production (which only comes many steps after exploration) has been occurring in the Bass Strait for decades hasn't been a roadblock to Labor gradually turning all of Melbourne red in the past 20 years by comparison.
