I say 'trying' because I know of one very large fund which is preventing them doing that. Why? Because just last week it went into sort of "statis" until middle of March as it upgrades the system to "improve" customer service.
I imagine they are going to cop a lot of flak from spewing customers.

Wow that is complete crap.. so you're stuck and this year's returns will be decimated..

I'm happy I switched into a cash option last year.. I'll buy back at the bottom..
