You want more than a minimum of 0% IRR, because that assumes no hurdle rate. In my DCF modelling for the project i'm using anywhere from 8-10% hurdle rate. i.e. the IRR should at a minimum meet your hurdle rate which results in it being NPV neutral.
An IRR of 36% is good in anyones books, but obviously well below peoples expectation when compared to the PFS.
