no , it couldn’t happen. no material announcement can be made at a conference. it would first appear on the ASX and later be spoken to at the conference.
maybe they’re close to getting finance and the conference is for awareness and promotion to help with the CR that will feature with it.
or maybe they aren’t and the conference is for promotion to raise to keep the lights on (which is exactly what they said they do)

who knows but the latter is much more likely. if they haven’t got anyone to stump up when this was in full swing and nearly a year with the data room open , that tells you all it needs to tell u.
